Steven GrovesBernard and Barbara Lomas Fellow,
Margaret Thatcher Center for Freedom

Groves will be responsible for developing and running the Thatcher Center's "Freedom Project." The project's goal is to advance Anglo-American leadership on global freedom issues, including international political and religious freedom, the strengthening of democratic institutions, and human rights. Drawing on his extensive legal experience, Groves also will work on international political, legal, and security issues relating to the War on Terror, human rights, and national sovereignty.

From 2003 to 2006, Groves was Senior Counsel to the U.S. Senate Permanent Subcommittee on Investigations, chaired by Sen. Norm Coleman (R-Minn). In that position, he played a lead role in the Subcommittee's historic investigation into the United Nations "Oil-for-Food" program, the most extensive congressional investigation ever conducted into a United Nations program. Groves testified before the Subcommittee on two occasions. His testimony detailed evidence relating to the payment of illicit kickbacks to the Hussein regime by foreign government officials and multinational corporations.

Prior to serving in the Senate, Groves was an associate at Boies, Schiller & Flexner, LLP in Fort Lauderdale, Fla., from 2000 to 2003, where he practiced complex commercial litigation. He also served as Assistant Attorney General for the State of Florida from 1995 to 1999. At the Attorney General's Office, Groves litigated civil rights cases, constitutional law issues, and a wide range of other matters in both trial and appellate court. He holds a law degree from Ohio Northern University College of Law, and a bachelor's degree in history from Florida State University.
